The blockage across the waterway described last month (21/6) was still there but not surprisingly had grown somewhat, with more debris and rubbish having been caught there. In addition, there was a large accumulation of very black oily “sludge” floating on the surface, caught at various points along the dam wall. Because of the amount of pigment in it, I strongly suspect it was black paint. The situation clearly needed attention, so I eventually got on to Stacey Warmuth at Nillumbik Council via email. She was very responsive, but after finding out that the land was not actually owned by Council, she forwarded my email to Katrina Hawkins at Melbourne Water. If I’ve not heard anything after a couple of weeks, I will phone her to check.
